ok so let me set the stage. i am playing a raw deal match vs a pal. ok well actually i am watching it happen while watching television. but anyways, it's rhyno vs tajiri. rhyno has more fortitude and tajiri is up. he plays panic throw + double chop. can he decide double chop is the first maneuver played of the 2, therefore it can only be reversed from arsenal (due to extreme warfare)? or does the panic throw technically go first so both can be reversed as usual. one player packed 5 elbow to the faces so he was DQed, but the question is important regardless. thanks in advance

OMNIFaq is your friend. From the section about Panic maneuvers...

-The Panic Maneuver is played first, and that allows the player to reveal a Maneuver from hand and play it.

SO to answer your question, based on that info, no the Rhyno player can not decide Double Chop is the first maneuver played of the turn when played with Panic Throw since to play them together, Panic Throw must be played first.
