I believe that does only kick in as a reversal. Maybe just needs the text altering to "...search his Arsenal and after damage has...", though I do understand why it is put how it is.

If it was meant to be RFGed as a maneuver, there'd either be a paragraph break or the two sentences would be reversed.

It doesn't say 'when played', so like any Raw Deal text ever, it resolves when the card is successfully played (unless otherwise specified).  Smiley  And since it doesn't 'otherwise specify'...
