My friend just got into Raw Deal and wants help making a good Doink Deck. I have no clue where to start.
Any Ideas?

Doink literally does just about everything in the game VERY well. Just not Heat.

Chain, Volley, High Risk, Pain Reversals, Technical, Hard to Reverse Stuff, even control/mill.

As far as my pick from those? I have a soft spot in my heart for High Risk decks, but Chain would be a good place to start a newbie off.

For me the only rules to Doink is I have to include at least one copy each of "The Switch" and "The Old Switcharoo".  Not because they are necessarily great plays for Doink, but I'm a style over substance guy when it comes to Raw deal deck building.

The win condition that you had to have all the diva cards in play at once. I forgot the name of the win condition card..it's been mad long since I played that deck.
