So... I was looking at Rites of Flourishing trying to think of a way it could be good, where you could nullify the drawback of allowing your opponent to drop an extra land every turn.
The only thing I could think of in Standard was Tunnel Ingus

So I think it's the start of a Red/Green deck. Any ideas of where to go from there? This is post rotation with Inn being legal.

Interesting idea. Relying just on Tunnel Ingus alone won't work that well though. You need another option, maybe Manabarbs?

For Rites of Flourishing, should it be better for either UG or WUG Turbo-Fog? Technically there are so many fog effect cards even in blue (Hysterical Blindness), and Jace's Archivist works even better than Temple Bell.

I can see those being good in certain circumstances, but I don't think I would run the archivist myself, not really fond of the idea of pitching my whole hand just to try and mess with theirs.

Archivist lets you recover from card disadvantage. Just because he's out there doesn't mean he needs to get used every turn, or even every other turn.

I'd say White is a mist run also, since you'll be allowing your opponent to draw more cards too. Here's what I'd sleeve up for testing:

Green White Red

12 Forest
7 Mountain
7 Plains

4 Incinerate
4 Beast Within
4 Rites of Flourishing
4 Slagstorm
4 Timely Reinforcements
4 Volt Charge
4 Day of Judgment
3 Garruk, Primal Hunter
3 Gideon Jura

We've got removal in all 3 colors, with the Planeswalkers as our finishers. Although keep in mind, this has no Innistrad in the list yet!

Something that I'm wondering is why only basic lands? Or was that just the fastest way to throw the deck together?

Also, why volt charge &/or slagstorm over arctrail?

Fastest way to throw the deck together. People will be packing Ghost Quarter, so I'd still run more basics than non-basics.

Volt Charge proliferates our planeswalkers, and along with Slagstorm kills those pesky 3/3 beast tokens we will make with Beast Within
