The sole purpose of this deck was to annoy opponents with constant hand discard and Arsenal overturn.  With the exception of REV Three to Get Ready... and Superstar-specifics, the Maneuver base ties into his Ability.  Include a few Antics for Ringside pick-up and opponent overturn, you have a solid deck.  It also helps that you're able to search for a F: 0 Hold Maneuver and keep to Maneuvers hidden before the start of the game.

I ran a deck very similar and it was about 50-50. I feel its success was based on its opening hand. I find a 6 hand size with no ability to really modify it (IC Belt, Dressed) is a little small. Granted you get 3 moves of choice...I dunno, I'm classic Regal fan, not a huge fan of <R> Regal.

I definitely agree with your opinion regarding the opening hand.  I would be interested in reviewing the decklist you constructed.
As a fan of <Revolution>, REV Regal starts strong with this build.  An opening hand REV Transition Hold plays pretty well against most REV Superstars.  Of course, depending on your opening hand, it'll determine what maneuvers you hide under REV Backed by Kozlov & Jackson.  Normally, my opening hand is decent, hiding REV Dragon Sleeper and REV Knee Lift for later.
