If my opponent cannot find enough superstar specific cards to reduce the fortitude of this card to a level he can afford (ie: only finding 9 but needing 10), does he still get to play it?

Absolutely not.  If you don't have the Fortitude to play something, you don't get to play it.... its an illegal play, you put the cards back, and it never happened (as far as the game is concerned).
