Does the cage match reduce the cards removed from game to 0? and does ICBRTR go to hand?

Old School Cage Match
Pre-match Stipulation
When a non-unique non-Superstar specific card or a card effect from a non-unique non-Stipulation non-Superstar specific card moves cards from any Ringside, the number of cards moved is reduced by 1.
When Back to Basics is in your Ring, your Pre-match Capacity is +3, and your opponent cannot play I'm Gonna Break You.

I Can't Be Reading This Right...
Action
Cannot be played by a Female Superstar or Ric Flair.
When this card is in your Ringside pile, during your turn, if you have fewer cards in your hand than your opponent, you may remove 1 card in your Ringside pile from the game and then put this card into your hand.

Yes it does reduce to zero and ICBRTR won't move to your hand.  OSCM is great tech vs ICBRTR

To clarify, since Cage Match blocks the motion of I Can't Be Reading This Right..., you're not allowed to even try to pay the cost at all, just like if you were in a Hell in a Cell Match. For ICBRTR, this isn't particularly relevant, since trying to pay the cost would fail anyway (you'd move nothing to move nothing), but in the case of Shoot Headlock, you're not allowed to discard for no effect, just like you can't throw away a card for Ric Flair's Ability with nothing to remove.

(Since Technical Drop Kick's Action is playing a card, not using an optional effect, you can still play it with OS Cage Match out as an Action, and it goes to the bottom and moves nothing.)

I am a big believer that if it doesn't work on a bear, you shouldn't do it in the ring.
